Starting a business always comes with a checklist of tasks, and securing the proper permits is usually at the top. Fortunately, our recent experience with processing a local business permit in just one day was a pleasant surprise—and a testament to how government reforms like the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 (R.A. No. 11032) are taking effect at the grassroots level.

Let us walk you through the process we followed:


Step 1: Barangay Business Clearance – Quick and Painless

We began our journey early—around 7:00 AM—at the barangay hall where our business is located. This is the starting point for all business permit applications, as securing a Barangay Business Clearance is a required first step before proceeding to the municipal level.

  • We paid the required fee to the Barangay Treasurer.

  • The authorized official quickly signed our Barangay Business Clearance.

  • No long queues, no complicated steps. Just straightforward service.

This clearance acts as the barangay’s endorsement, confirming that your business can operate within its jurisdiction.


Step 2: Visit to the Business Permit and Licensing Office (BPLO) & the Business One-Stop Shop (BOSS)

Armed with our Barangay Business Clearance, we proceeded to the local Business Permit and Licensing Office (BPLO) and the Business One Stop Shop (BOSS).

At the BOSS, we received:

  • A checklist of the necessary requirements for securing a local business permit.

  • The Unified Application Form (UAF), which conveniently consolidates all the required information into one document.

This centralized setup makes it significantly easier to navigate the process, especially for new business owners.


Step 3: Compliance and Submission

With the checklist in hand, we ensured that we comply with everything required:

  • Barangay Business Clearance

  • SEC documents (for corporations/partnerships)

  • Locational Clearance/Zoning Certification

  • Other required documents.

We submitted the completed forms along with the supporting documents. The BPLO-BOSS team guided us efficiently through each step, ensuring we met all compliance requirements.


Step 4: Assessment, Payment, and Issuance

Once our documents were verified and assessed, we proceeded to pay the corresponding fees. Everything was computed transparently, and receipts were promptly issued.

Shortly after, we were issued:
